Managing asbestos in place, safely and lawfully

Asbestos encapsulation is the application of an encapsulant to asbestos-containing materials (ACMs) that are in sound condition and are not suitable for, or do not require, immediate removal. It is a recognised and regulated management option under the Queensland Work Health and Safety Regulation 2011 and the relevant Code of Practice.

We apply encapsulation where removal would introduce greater disturbance risk than in-situ management — common in heritage buildings, occupied residential properties, and where the ACM is in good condition and inaccessible.

When encapsulation is appropriate

The ACM (typically non-friable asbestos cement — fibro cladding, eave linings, floor tiles) is in sound condition; removal would require major structural disturbance not otherwise warranted; the property is being retained; an asbestos management plan specifies encapsulation; or budget or heritage constraints make removal impractical at the time. It is not appropriate for friable asbestos, deteriorated ACMs, or materials that will be disturbed by subsequent works.

  1. Survey & management plan

    We require an asbestos survey and, ideally, a current asbestos management plan before commencing — and can arrange an accredited assessor survey if one is not in place.

  2. Licensed engagement

    For class A or class B licensed asbestos work, we engage appropriately licensed asbestos contractors and coordinate the works.

  3. Clearance inspection

    Encapsulation is preceded by a clearance inspection from an accredited asbestos assessor.

  4. Encapsulation

    Quality encapsulant products are applied to sound ACM in accordance with Queensland WHS legislation and the relevant Codes of Practice.

  5. Documentation

    Works are recorded in the property’s asbestos register and management plan, with a post-works report and recommended re-inspection intervals.

Common questions

Non-friable asbestos cement in good condition, where fibres are bound within the cement matrix and the surface is not disturbed, presents a very low risk. Risk increases significantly if the material is drilled, sanded, cut or otherwise disturbed. Encapsulation provides an additional surface seal to reduce fibre release from minor contact or weathering.

Where removal is the appropriate option, we work with licensed asbestos removal contractors and coordinate removal as part of a broader scope. We do not carry out class A or class B removal directly but manage the process on behalf of our clients.
