The regulatory framework

Commercial building, child safety & education regulation

The Education and Care Services National Regulations (under the NQF) specify minimum indoor and outdoor space per child, fencing and gate requirements, kitchen and hygiene facilities, and service environment requirements. The Regulatory Authority (Queensland Department of Education) assesses the physical premises against the NQF, and the NCC governs building safety, access and services.

Any builder operating in this sector without a working understanding of all three frameworks creates risk for the operator. We build to all three.

Childcare spaces we build

Indoor and outdoor environments

Indoor learning rooms

Sized to the NQF indoor space per child (typically 3.25 sqm), with cushioned vinyl or carpet flooring, integrated washing and nappy facilities, child-height storage and natural lighting.

Outdoor play areas

Compliant fencing (min 1.2m, self-closing self-latching gates), certified softfall to AS 4422 and AS 4685 under play equipment, shade structures and compliant drainage.

Kitchens & laundries

Food-safe kitchen (FSANZ) sized to the service’s meal programme, plus laundry facilities for nappy and linen management to NQF guidelines.

Nappy change & bathrooms

Nappy change benches, handwashing at child and adult heights, child-sized toilets, and visible change areas in line with safeguarding requirements.

Sleep rooms

Appropriate ventilation, acoustic separation from active play areas, and space for portable cots or sleeping mats to NQF per-child requirements.

Administration & staff areas

Office, staff room and resource storage for management and educators, meeting NQF and reasonable staff amenity standards.

Yes. Childcare centres in mixed-use buildings, shopping centres and office towers are increasingly common. We manage the interface with base-building systems and centre management approval processes.

The NQF requires premises to be enclosed so children cannot leave without adult accompaniment. Specific fencing heights and gate hardware are specified in the Regulations. We build compliant perimeter fencing and gate systems.

We prepare structural and surface provisions for playground equipment and coordinate with the supplier on installation sequencing. Final certification of the play equipment is provided by the supplier.
